Issue:
Getting lots of entries in the Windows Server 2008 security log as follows “The Windows Filtering Platform has blocked a bind to a local port”

Resolution:
Disable WFP auditing to troubleshoot this issue. Run the following command:

AUDITPOL /SET /SUBCATEGORY:"Filtering Platform Packet Drop" /SUCCESS:DISABLE /FAILURE:DISABLE

AUDITPOL /SET /SUBCATEGORY:"Filtering Platform Connection" /SUCCESS:DISABLE /FAILURE:DISABLE

Problem:
When you click Send/Receive All in Outlook you receive an error dialog: You don’t have appropriate permission to perform this operation

Resolution:
The files are most likely marked as "Read Only" and you need to change the setting by unticking the "Read Only" option in the General tab under the properties of each file. The files are located in the following directory and you need to repeat the procedure for each of the files listed below C:\Document and Settings\<Username>\Application Data\Microsoft\Outlook
